Well it's only on PC (Currently), and it's Unreal Engine 4 which supports DX12. So it's slightly redundant, isn't it? Though I guess not everyone would know that. But even then, just being on DirectX 12 doesn't inherently mean anything.
I think if it's exclusively using DX12 then that would limit it to systems that have DX12. But that's probably not the case.
I doubt is all dead end. If all you are interested in was making the next big game to win Game Of The Year, I guess this'll ruin any plans. But if you are more interested in releasing something that people will enjoy, this can be avoided. Look at the indie development teams. Games like the Stanley Parable, Antichamber, FTL, Mount and Blade, The Talos Principle. Just a few games that all but off as great successes over small development teams (sub 100, many I assume under 30 even). At those times the team is still personal, everyone will know each other and be motivated. I think this passage is more about when multiple teams from different locations work on the project. You don't know anyone in another team, it won't feel like a personal success anymore.

You have to read the article before you can criticize it. If you *had* read the article, you'd see that the author admits that, and actually gives a good justification for its inclusion based on the history of "zombie cinema".
Kinda funny, the last comment I made on this site I used FoV as an example of things we used to come to expect with PC gaming, but now we are lucky if we get them. This game is also coming out on Xbox One and PS4...probably not a coincidence that it is missing PC exclusive features. Glad to hear about the mods though, because the game does still look great.
Well if a game is too hard for someone to actually complete, then they're not getting their moneys worth if they can't experience the game.
For a decent sized game you cannot get good in under two hours.
