There hasn't been since they took out flash sales and daily deals, those made the sale good.
I know, I know, fuck grey market sites, but when a big sale means 25%, or 50% on years-old games, and they still cost more than 10 bucks, it just doesn't even register in me anymore, right next to those constant 75-80% sales...

I think it would work for CoD or Battlefield if it were a monthly subscription for a multiplayer only game with new maps every month or so.

You missed the part where Capcom is a Japanese company and Xbox is near nonexistent in Japan. They cater to the themselves first, the rest of the world is usually secondary.
